O.W. Collins is an affordable apartment community in Port Arthur for older adults and adults with disabilities. A lot of people assume this is housing only for seniors 62 and older — it's not. To live here, two things need to be true.

1 Who you are

You qualify if any one of these describes your household:

  • You (or your spouse) are 50 or older
  • You (or your spouse) are 18 or older and have a disability

Not 50 yet? That's okay — you may still qualify. If you have a disability, age doesn't matter. The disability path is open to any adult 18 or older. Just reply, email, or call and we'll help you figure it out.

What counts as a disability?

We follow HUD's definition. In plain terms, that's a long-term physical, mental, or emotional condition that affects your ability to live independently.

If you receive Social Security Disability (SSDI), SSI for a disability, or VA disability benefits, you generally meet HUD's definition.

2 What you earn

How rent works

There's no fixed monthly price. Rent is based on your income — most residents pay about 30% of their adjusted income, and the rest is covered for you.

Your utilities are included too, so there are no separate electric or water bills to worry about.

What you'll need to apply

When you're ready, it helps to gather these. Don't worry if you're missing something — bring what you have and we'll help with the rest.

  • Photo ID for each adult in your household (driver's license, state ID, or passport)
  • Social Security cards or numbers for everyone in the household, including children
  • Proof of income — your Social Security or SSI award letter or yearly benefit statement, pension statements, and recent pay stubs if anyone works
  • Disability benefit letter, if you're applying through the disability path (SSDI, SSI, or VA)
